It depends on scope, and we do not estimate work we have not understood. On the discovery call we clarify what needs to be built, then you get an estimate.
The one that fits the problem. Usually that is TypeScript with Node.js, NestJS and React, plus Go. We build websites on Payload CMS with Next.js or Astro.

Yes, if you want. For websites that covers hosting, updates and backups, for software also deployments, monitoring and on-call. We put this in a separate maintenance contract.
